just pick easy settings manually in adobe premiere..

manually insert 24 or 25 frames per second
320x240 resolution..

export to mpeg 3..
sound to 96Khz (or more, the end result will be 96 or 128 iirc)

this will give the best resolution/sound for the tube/google...

you might amplify the sound in premiere, if it's really low..

Oh nice, didn't realize google uses 320x240 old vga resolution.
Hm. Shame, could've encoded a special version for that then - too bad I lost the orginal snippets of the vids i made.

oups, my bad... google's updated since I played with uploading stuff there..

best results now by:

video.google.com
- MPEG4 (mp3 or mp4 audio) at 2 mbps
- MPEG2 (mp3 or mp4 audio) at 5 mbps
- 30 frames per second
- 640x480 resolution
- de-interlace

youtube.com
- MPEG4 (Divx, Xvid, mp3 audio) format
- 30 frames per second
- 320x240 resolution

Or even better, use Stage6
