Season 3 is likely to start when the Zul'Aman patch (Patch 2.3) is launched, however there is a chance that it might be delayed to some time after the release of that patch.
Additionally it should be interesting for you to know that once season 3 have started, it will be possible for you to buy Season 1 gear using honor points (approximately 15k/piece).

1.3.13Q Any known information about PvP Arena season 3?
1.3.13A Blizzard is thinking about capping season 3 weapons for a minimum rating. For example you would need a rating of 1900 to be able to buy specific items. Paladins will get resilience on their season 3 gear. Season 1 gear will become available for honour points instead of Arena points (around 15K per piece). A new melee will be added specially for Hunters since they need to spend more points then any other class. Season 3 will start around or after patch 2.3.

1.3.9A Yes, we can expect the following things:
AV:
* Respawn locations will be improved
* Queuing as a group
* Honor distribution will change (the more you capture the better the honour)
* Pulling mechanism will change to prevent exploits.
General:
* Pick the size of a certain battleground (20 vs 20 for example) (this is just a plan, no final word yet)
* Guild battlegrounds (join battlegrounds as guilds versus other guilds and introduce ratings/ranks like Arena)
* Plans to introduce Siege Weapons to old battlegrounds (this is just a plan, no final word yet)

A weapon isn't going to keep your 1300 team from competing with the best teams.
The change is being made to help keep the nice PvP rewards for the good PvP players, and the nice PvE rewards for the good PvErs. Having the weapons there is too tempting for PvE players to come in, not care about PvP, their team, or rating, and jump in just long enough to go for the weapons and then leave. It's not exactly in-line with the team and ladder based PvP competition the arenas are there for.
Also, there's been no announcement on a final rating. I remember hearing 1800 at BlizzCon, some people say they heard 1900, in any case it's likely to be around there but there's still no final number announced... or even if it's a definite and final change.
