In the above link to a post by Drysc you can read some more detailed about the Arena system.
Arena will replace the current "honor grind" and will be the only PvP method in acquiring gear that will be on-par with the best-of-the-best from PvE.
It'll allow creation of "team charters" for 2vs2, 3vs3, 4vs4 and 5vs5 teams.
Each charter has a maximum of twice the amount of player you'd have to field inside an arena.
So 4 teammembers to 10 teammembers. There'll be a seperate team channel (like /gu) to facilitate team communication throughout the world.
And it looks like they hit the nail on the head and adopted a lot of the current "5 vs 5 tournament" rules that players have designed.
No long cooldown abilities or items, no prebuffing and no consumables other then bandages.
No conjured items are taken into the arena as well. So no mage on your team implies no crystal water.

Abilities/spells/items with cooldowns longer than 15 minutes cannot be used while in the arena.

All engineering stuff is out of the window.
No rocket helm, no mind control cap (which has been nerfed considerably already) nor any explosives of any kind since those are consumables.
Looking to become very good imo!
Though I assume here that there'll be only one style of arena: deathmatch.
