To make potions a last resort solution instead of something worked into the fights.
No matter the cooldown they'll always have to design encounters around the fact that high end raiding guilds will be chainpotting. With this debuff chainpotting is no more since you can only take one pot each encounter.

Chainpotting gave a huge flat mp5 bonus to all classes.Now that it's gone it might help classes with mana efficiency problems in pvp.For example,paladins in pvp have close to zero mana regen.Now the problem will carry on to pve so it might aswell get fixed.

Alchemical blood is a new passive bonus gained by alchemists learned from a profession trainer at skill level 50, it increases the stat bonus of consuming an elixir between 20-25% varying slightly by bonus. This change don't affect Flasks or Potions yet.
Examples:
Elixir of Major Agility: +40 agility +25 crit rating (instead of 35 agility and 20 crit rating)
Elixir of Major Fortitude: +300 health (instead of 250 health)
