Don't think it's boosting that's the problem, two expert PvPers boosting a third'll still tear up rankings and get their protogé to the desired rating.
It's just that numbskulls cannot endlessly farm the 1350-to-1650 range for personal rating then letting some other smucks "lose" games from 1650 back to 1350 only for the one person that absolutely needs to get his 1850 personal weapon rating to step back into farming the team back up to 1650.

Good fix, won't change a lot though.

Dungeons and Raids

Sunwell Isle: Sunwell Plateau
- Brutallus's encounter: Stomp now removes burn.

Class Changes

Druid
Nurturing Instinct was changed again also and now its just a 20% increase on healing for cat form rather than based off AP.
• Increase your healing by up to 50/100% of your Agility, and increases healing done to you by 10/20% while in Cat form.

Mage
- New Improved Blink: For 2/4 (Rank 1/2) seconds after casting Blink, your chance to be hit by all attacks and spells is reduced by 25%. (Screenshot)
- Icy Veins has been changed, instead of increasing the chance your chilling effects will Freeze the target by 10%, it will now give you 100% chance to avoid interruption caused by damage while casting. (duration remains the same: 20 sec).

Shaman
- Shamnastic rage is now a physical buff and no longer dispellable. (Screenshot)

Warlock
- Lifetap is now % based , it converts 26% of max. hp into 26 % of max. mana.
- Emberstorm has been changed, in addition to increasing the damage done by your Fire spells by 2 4 6 8 10%, it will also decrease Incinerate casting time by 2 4 6 8 10% (Screenshot)

GG on lifetap alltho it is 16% I read. Hunters starts looking good again o.0

Essentially the DPS of Incinerate got upgraded by 10%, it also has +15% benefit from Fire Vulnerability applied by Fire Mages.
Improved Shadowbolt is still +20%.

Thinking the coefficient difference between Incin (71.4%) and SBolt (85.7%) is still too big to make Incin interesting.
At +1200 incin gains 857 while sbolt gains 1028; that's 171.4 more.

(555 + .714xDmg) * 1.25 = (541 + .857xDmg) * 1.20
694 + .8925xDmg = 649 + 1.0284xDmg
45 = 0.1359xDmg
Dmg = 331

At 1000 dmg incin 2.5s-hits for 1586 while sbolt hits for 1678.
Of course incin's consistent, but it requires there is just one immolate up (of any lock).

Not sure how the uptime of Shadow Vulnerability from sbolts is.
I heard it was applicable only to the Lock that procced it (in 2.4)?
