its a commercial for vägverket or trafiksäkerhetsverket (department of roads / department of trafic safety ) where Dr Alban , personally i suspect you where looking for the video for hello africa ramiz, sings a song about ten little moped boys and what happens to them depleting their numbers one by one not unlike the aghata christie novell dont know then english title but i guess its something like "and then there where none" its called tio små negerpojkar in swedish anyway
